In a recent extraordinary session, the City Council of Cádiz definitively approved the expansion of property tax (IBI) discounts for large families in the city. Similarly, a bonus for the same tax on social rental homes managed by Procasa and the Junta de Andalucía has also been approved.
The ordinance regulating the IBI was initially amended in the ordinary September session to benefit large families, and after due process and public exposure, it has now been submitted for final approval and implementation.
This normative change provides significant IBI discounts for large families in Cádiz. For large families residing in properties with the lowest cadastral value, an 80% IBI discount is granted. In the case of large families classified as special (according to the national categorization that considers both family income and the number of children), this discount increases to 90%. For properties with higher cadastral values, the bonuses range from 60% to 10% in the general category and from 70% to 20% in the special category.
Critics, like Demetrio Quirós from Adelante Izquierda Gaditana, have labeled the measure as "more regressive than progressive." On the other hand, José Ramón Ortega from the PSOE has questioned the PP's management, arguing for a more balanced approach in helping families.
Maite González, Deputy Mayor of Finance, emphasized the social nature of this measure, benefiting around 500 Cádiz families with increased IBI discounts and bringing another 75 into these benefits with the new thresholds.
The final approval of this measure was accompanied by a municipal proposal to initiate the modification process of the ordinance regulating the IBI for social rental homes managed by Procasa and the Junta de Andalucía. This process aims to apply bonuses of up to 95% on the IBI for homes meeting specific criteria.
This council session also supported the inclusion of certain properties in Procasa's real estate assets, marking a significant step toward the future construction of public housing in Cádiz.
